** In the room where decisions are made // FCPLDT doesn't just respond to the crisis. It shapes the policy agenda, builds institutional partnerships, trains professionals, and argues — loudly when necessary — that addiction is a public health emergency, not a moral failure or a police matter.

** In just 3.5 months of operation // 134 field actions across 10 geographic zones, from Papeete neighborhoods to the Marquesas, Australes, and Tuamotu. 

Nearly 90 individuals and families accompanied directly.

6,500 people marched through Papeete in September 2025, a march weinitiated. 

And one number that says it all: 97.9% of young people reached now understand the dangers of ice.

FCPLDT is driving systemic change in addiction prevention and care. In a territory where 1 in 10 people (30,000 out of 280,000) now consume meth, we build community-rooted responses through field action, strategic partnerships, and advocacy.

Annual project; final evaluation report and 6-month follow-up survey delivered December 2026.

Ma'ohi Polynesian Mental Health First Responders Network addresses the absence of a trained community-level response capacity across the archipelago. 

French Polynesia has one of the highest suicide burdens in the Pacific, with suicide risk twice that of mainland France and a documented 34.4% increase in suicide attempts since COVID. 

Ice accelerates this trajectory. 

By training ma'ohi (local islanders) volunteers in Mental Health First Aid (PSSM) across 12 sessions in 10 geographic zones, this project builds a permanent, culturally grounded, first-responder network that extends FCPLDT's reach far beyond its 3-agent field team. 

77% of people we reached in 2025 asked for more training. 

This project delivers it.

This is a multi-year project because lasting impact on the ice crisis cannot be built in twelve months.

Success is measured against four indicators: 
(1) number of sessions delivered across target zones (target: 12); 
(2) number of volunteers trained and charter signatories (target: 180); 
(3) pre/post evaluation scores measuring knowledge acquisition and confidence to act (target: 90%+ improvement); 
(4) 6-month follow-up survey measuring real-world activation of skills. 

Secondary indicators include number of situations referred to FCPLDT by trained volunteers, and volunteer retention rate at 6 months. 

All data is compiled in FCPLDT's monitoring system and will be included in a report.

The primary risk is logistical ie inter-archipelago travel: weather disruptions, irregular maritime schedules, and the cost of air transport to remote islands can delay or cancel sessions. 

This is mitigated by building flexibility into the calendar and prioritizing archipelago sessions in the second half of the year when conditions are more stable. 

A second risk is volunteer retention: trained participants may disengage without sustained follow-up. This is addressed through the psychological supervision component and integration into local FCPLDT committees. 

A third risk is te ha'ama (cultural shame and silence) which may reduce participation in some communities. 

FCPLDT's ma'ohi (local islanders) agents and community partnerships are the primary mitigation strategy here.

Families Standing Strong responds to a reality FCPLDT documents daily: 73% of the 95 situations accompanied in 2025 were initiated by a family member , most often a mother. 

Families carry the crisis alone, in silence, shaped by te ha'ama, the deep cultural shame that isolates without anyone choosing it. 

No structured support program for families of people affected by addiction existed in French Polynesia before this project. Through bilingual talking circles, psychological supervision, and family resource training across 4 zones, Familles Debout/Families Standing Strong creates the first dedicated space for te fetii (extended families) to be heard, supported, and equipped to act.

Local villages and local mayors, the local Ministry of Health, local associations

Key indicators: 
(1) number of talking circle sessions delivered (target: 24); 
(2) number of distinct family members participating (target: 120); 
(3) pre/post self-assessment of participants on isolation, understanding of addiction, and capacity to support (target: measurable improvement in 80%+); 
(4) number of family members oriented toward specialized care or FCPLDT accompaniment. 

A participant satisfaction survey is administered at the end of each cycle. 

Qualitative data (testimonies, observed behavioral shifts) is collected by facilitating agents and compiled in the program evaluation report.

The main risk is mobilization. 

How to reach families who are isolated by shame and do not self-identify as needing support? 

FCPLDT addresses this through its existing community networks, partnerships with the CPSA (the territory's only formal addiction care structure, under-resourced, institutionally distant, but holding the clinical expertise that community-based action cannot replace yet), villages and churches. 

A second risk is psychological fragility of participants: talking circles can surface acute distress. This is mitigated by the presence of a supervising psychologist throughout the program and a clear protocol for individual referral to specialized care. 

A third risk is geographic: 4 zones require consistent agent presence and travel, which is budgeted and planned.

Families Standing Strong

Community Prevention Committees Network is the territorial infrastructure that makes prevention sustainable at scale. 

Inspired by the 180-year-old Māori Wardens model from New Zealand (18,000 accredited volunteers embedded in their communities) this project deploys trained local prevention committees across 9 geographic zones, covering the 88 Priority Urban Neighborhoods of Tahiti and Moorea. 

It is the first adaptation of this model to French Polynesia, and the first community-owned prevention infrastructure on the territory.

This project is designed as a multi-year initiative to ensure sustainable implementation and deliver lasting impact on the methamphetamine crisis.

Key indicators: 
(1) number of committees established and operational across 9 zones (target: 9); 
(2) number of accredited committee members (target: 90 minimum, 10 per zone); 
(3) number of prevention actions carried out by committees independently of FCPLDT agents (target: 2+ per zone per quarter); (4) reach of the Mois NO ICE campaign (media impressions, event attendance, toolkit distribution); 
(5) number of situations referred to FCPLDT by committee members. 

A mid-year review (June) and final evaluation (December) assess progress against all indicators and feed into the 2027 project design.

The primary risk is committee sustainability ie ensuring that trained community members remain active beyond the initial mobilization phase. 

This is mitigated by the accreditation model (commitment charter, structured roles, ongoing FCPLDT support) and by the quarterly coordination meetings that maintain momentum and accountability. 

A second risk is territorial dispersion: coordinating 9 zones simultaneously requires strong logistics and clear communication protocols, which are built into the project design.
