SOVHEN is a legally registered non-profit health and development Community Based NGO serving in a resource constrained remote rural fisherfolk hosting island area on L.Victoria shores, Mpigi; with 8 villages, a total Household's population of 6,863 (Size 5.1).  Through the SOVHEN Community Based Health Centre III, SOVHEN provides 35,000 affordable, efficient and effective patient visits (Preventive and Curative) each year.  The SOVHEN Community Based Health Centre is part of a larger effort to achieve holistic development, including educational and economic development. SOVHEN has a Board of 7; management team of 5 supported by staff of 10. SOVHEN has a pool of 280 volunteers. With membership, annual subscriptions and consultation fees, SOVHEN is able facilitate several activities year-round.

In this resource constrained remote rural fisherfolk hosting island area on L.Victoria shores, Mpigi; with 8 village(s); is a total Household's population of 6,863 (Size 5.1). 82% of these households live on “<” $2 per day. Around 40% of these households are living with HIV/AIDS. The proportion of these HIV+ households on Antiretroviral Therapy (ART) is 16% (85% women-headed).  65% of these women-headed HIV+ households on (ART) (aged 15-49) are with children aged (12–36 months). 590 (48.6%) of these children are enrolled at our SOVHEN Community Based Health Centre III, for Outpatient Vaccine and Immunization Services. 340 (57.6%) have been partially vaccinated, 244 (41.4%) have been fully vaccinated and have received all the recommended vaccinations on time, and 6 (1.0%) have never received any vaccine. The main driver of complete vaccination was due to the 24/7 availability of Vaccines in the Functional Off-Grid-LPG-Storage Refrigerator at the Health Center. Among, the partially vaccinated children, their CURRENT barrier to vaccination is- THE Ongoing Vaccine stock-outs Due to THE Malfunctioning Off-Grid-LPG-Storage Refrigerator at the Health Center. 

Despite the several repairs, the Off-Grid-LPG-Storage Refrigerator at the Health Center has proved to be expensive, unreliable and environmentally damaging. With an estimated monthly LPG consumption rate of 11.4kg, this refrigerator consumes approximately 123 tonnes of LPG in a single year and this costs the Health Center USD 422. This refrigerator also has a shorter life span than optimal cold chain equipment (CCE) and is often responsible for vaccines freezing as it lacks freeze protection mechanisms. This has contributed to the Health-center’s based freeze excursion rate of 3.5 percent.

Optimizing this cold chain with an innovative cooling solution is now the Need of the Hour at the Health Center that SOVHEN is seeking partnership with stichting-talent. The Health centre will be equipped with a Solar Photovoltaic (PV) system; Key Features:  1) A 910W solar array for recharging system batteries consisting of 7 X 130W panels; 2) A 36VDC 200Ah deep cycle gel batteries bank for power storage consisting of 3 X 12VDC 200Ah batteries. 3) A 45A charge controller for controlling battery charging and 4) A 1000W inverter/charger for AC power production).

Key performance features: The system will cater for 1) A150Lsolar-direct drive (SDD) Freeze-Free Protection refrigerator to maintain the required 2–8°C for vaccine storage; 7 days consecutively. SDD refrigerators allow for expansion to Health facilities with no electricity, are low maintenance and have low OPEX costs as they do not require a battery, electricity, or backup power source; 2) A 150L Compact Flat Non-pressurized Solar Water heating system to cater for gynaecological and operating needs; 3) Internal and external lighting; a total of 28 sets indoors each with 7W/220-240V capacity and 2-11W weather proof external light set will be installed. Replacing disposable dry cell battery-powered torches (average spending per week $0.40 per torch) for night treats lighting (almost 10 patients per day) and lastly 4) Power for medical devices (Microscope, Centrifuge, etc), Phones, and Edutainment (on topics such as Malaria, TB and HIV/AIDS etc).
